Impacts of the Proposed Boardwalk

A key goal of the City's plan is to have a public walkway/boardwalk around the shoreline from Bayfront Park to Pier 8. There are multiple impacts the boardwalk will have on the Club. These are described below.

We expect that the walkway will impact approximately 28 slips. The City has repeatedly indicated that 'we will have tomorrow what we have today'.

We have proposed that the 28 slips be built onto an extension of Dock D (from about where the pump-out currently is). This dock modification would also include slips for the Knot-A-Breast boats.

The off-season storage/parking area will be reduced. This will impact the number of boats that can be stored over the winter season.

We have proposed that the new lease include access to other land to compensate for the loss of storage area. Boats that are capable of being moved would be stored at that secondary site. The discussion to date was to use part of the old MacDonald area for that purpose.

We will have a new perimeter to manage.

A security fence and gates will be needed to separate the boardwalk from the Club's property. New, improved security access gate(s) to the docks may also be needed.

Lift-in/out operations will need to be coordinated with the City.

Boats will be lifted over the boardwalk. As a result, the boardwalk must the closed during those operations. We have proposed that there be gates on the boardwalk that can be closed to detour pedestrians onto the existing roadway during lift operations. Since it impacts the public, we will need to ensure that lift operations include liaison with the City.

The boardwalk as proposed will impact the crane and its operation. Two options are under consideration and discussion:

Routing the boardwalk around the crane seems to be a simple solution. However, this option will require that the mast be moved across the boardwalk for stepping/un-stepping which may require managing pedestrian traffic. In addition, the public will be close to the stepping operation. Our security and safety protocols are good but we would certainly be under public scrutiny.
Relocating the crane and the mast storage to a secure area on the water side of the boardwalk is also an alternative. A possible location may be onto the old MacDonald Marine property.There are several challenges that need further discussion with the City (and ourselves).

Finance

The City needs the Club to demonstrate its financial viability of the term of a new lease. We have to maintain and replace existing assets as they age. These replacements might need to meet new standards. We will need to develop a culture of annual and longer term budgets, reserved accounts as well as a comprehensive plan of cost and revenue management. What ideas could be considered for starting and sustaining this activity.

Facilities/Operations

The West Harbour plan envisions a place that is modern and a showcase for the City. The Club needs to ensure its facilities meet these goals and meet the Club’s needs. What ideas could be considered to meet both? What issues would be associated with these?

Partnerships & Commitment to the West Harbour

What partnerships/relationships could the Club explore to demonstrate that it contributes to the sailing/boating community in Hamilton, what organizations could we support in the neighborhood and how would we go about doing that.

Reserve Funds

The Club needs to develop a reserve fund for repairs and replacement:

1. this has a spill over into finance and budgeting (a new topic)
2. our assets need to be itemized with expected repair/replacement dates & estimated costs

Canoe & Kayak

Planning and some materials were purchased to build the canoe/kayak rack. However, other priorities put that work on hold.

Skills and Knowledge

The membership skills profile is slowly changing. We are seeing members with more service backgrounds and fewer new members with trades skills. In the long-term the Club may have to rely less on members and more on external service providers to repair and replace Club assets.
